As per central residency scheme of 1992, formed as per guidelines issued by supreme Court in 87,all residents throughout country should have one uniform rule.
There was supposed be a central residency scheme all over India to ensure uniformity.
Despite this state governments fail to abide

1.fees range from 71000 in maharashtra to 0 in bihar
2.stipend from rs 70000 in delhi to rs 17000 in Tamil nadu
4.penalty for not doing bond service is 10 lakh in mp orris sa to 50 lakh in some states
3.no bond service in some states to 10 years bond in assam
This 31st December MARDS and all RARDs resolution for new year is ” implementation of this central residency scheme” and OPOP (one post one pay).
Lets take this forward together. We need your support for this. Infact the unity of army personnels was the key strength for thier success in One Rank One Pay(OROP).

Can anybody please tell which states do offer no bond/penalty for leaving apart from delhi?
because the tables provided here are not of the year 2015.Bond /leaving penalty for West bengal was 3 yrs/5 lac previous year.
