I have been writing about PG medical counseling since AIPG 2012 counseling and it has been 9 years now. I have seen all the trends in counseling like an increase in the number of seats, court cases, protest of students against reservation, students fooling others about the next round just to let them give up the seats and so many other things.

I was compiling the last ranks of PG medical seats for my article Last Rank of Degree Courses for the years 2018 and 2019, and I noticed some major changes including management quota seats being included in the counseling. It was a great initiative by the Government to include the management quota seats in the counseling as such seats were sold beforehand to rich people who are ready to pay any amount of money to buy seats for their kids. I have heard of people buying PG medical seats in Radiology/ Medicine/ Orthopedics during their UG education itself by paying 2-3 crore rupees. Even super-specialty seats could be bought. This was a reservation for rich people.

The reasons why rich people would want to buy seats from what I have heard include them wanting kids to take over their practice, showing off to the society, kids not being good enough to crack the NEET PG exam, not wanting to waste time in preparation which could be used later in life for earning money and so on.

Now that there is a requirement to pass the NEET PG with minimum eligibility to even get a management quota seat is a gift. Still, there are reports that private medical colleges paying students to block their seats during the counseling so that they will leave it later and colleges would sell them again to rich people’s kids.

In the NEET PG 2018 Post Graduate Medical Seats Allotment -2018, there were 7689 seats in All India quota and 2282 seats allotted in the management quota. The issues mentioned above would not affect good private institutes like Kasturba Medical College, Manipal Univ., Manipal as they have a good track record and students want admission out there for learning and not just for getting a PG medical degree.

To analyze the data, I entered the NEET PG Post Graduate Medical Seats Counseling Allotment -2018 and 2019 in IBM SPSS software from Microsoft Excel sheet and I found the following things.

In NEET PG 2018 counseling allotment out of a total of 2282 students who took admission under management quota, 1729 belonged to general category, 505 were OBC, 43 were SC and 5 were ST. Similarly, for NEET PG 2019 counseling allotment out of 2505 students who took admission under management quota, 1855 were general category including 1 PwD student, 610 were OBC, 39 were SC and 1 was ST.

Above figures and tables compiled from NEET PG 2018 and 2019 counseling 1st round allotment lists can make many things clear. Management quota is acting like a reservation for people who can afford to buy the choice of seat for their kids. As seen in NEET PG 2018 figure, for management quota the mean rank of the general category student is 27303 which is higher than the mean rank for All-India quota of SC student (21798). Also in NEET PG 2019 counseling mean rank of general category management quota students was 27745 and compared to 22495 for SC category All-India quota seats. For ST students the All-India ranks are only slightly higher.

These numbers become more relevant when you look at the table about which seats are being taken by students in management quota. As the mean All-India quota allotment ranks of SC and ST students includes lower ranks from students who have taken non-clinical seats which have very low demand. In the management quota, most of the seats are clinical seats.
